Because the insulin response to glucose ingestion is sharply muted during physical activity fat oxidation is not inhibited when fueling is executed correctly. This is why OFM recommends you wait at least a minimum of 45-60 minutes or 15-20 minutes after hitting 'The Switch' to begin fueling during training. This ensures all internal metabolic pathways are fully ramped up and the cardiovascular system is fully dilated to minimize glucose demand so the need for insulin is minimal or completely nonexistent.
